I'll try and answer your questions...
I did Bali buggies in early jan this year and had a blast. I'm not sure what the price was like compared to Quad bikes. It did seem a little expensive but i thought it was well worth it.
We just booked from our hotel (Barong Hotel).
Definately suitable for your children - with adult driver of course.
And Yes we got dirty. If its been raining then you are bound to find lots of muddy puddles. But i think that makes it even more exciting !! Don't wear your best clothes or footwear. My joggers got a little dirty, but i cleaned them off and still wear them now.
I highly recommend doing this tour. It was so much fun and you get to travel through the little villages and see all the kids running out to see you with there big smiley faces. Also the lunch was very enjoyable.
